Acting Chief Executive

Nigel Bickle is the Acting Chief Executive. Nigel joined the Department of Labour as Deputy Chief Executive – Immigration in February 2010 and will return to that role when a permanent appointment is made as Chief Executive.

Nigel is an experienced senior public service leader with an extensive background in change management, service delivery and policy. He has been a public servant for over 20 years. He came to Immigration New Zealand from the Department of Building and Housing where he worked for 9 years, most recently as Deputy Chief Executive Sector Capability having started his career with 10 years at the Department of Social Welfare. The majority of his experience is in front-line service delivery, in a number of operational and support leadership roles specifically within complex organisations undertaking change. He also has strong relationship management skills.

In 2000 he won a Chevening Aotearoa Fellowship to study in England. He was in the first intake for the Executive Leadership Programme (ELP) and graduated in 2006 with an Executive Masters of Public Administration.


As of November 2010, the State Services Commissioner requires chief executives of public service departments and crown entities to disclose their expenses every six months and make this information publicly available.
