Consultation on the development of a Plan of Action to Prevent People Trafficking

The Department of Labour is currently leading the whole of government development of a Plan of Action to Prevent People Trafficking (Plan of Action)   on behalf the Inter-agency Working Group on People Trafficking (the Working Group). This Working Group was established in 2006 to coordinate anti-people trafficking work in order to prepare for dealing with any future identified cases of people trafficking effectively and in line with international best practice.

In June 2008 the Department of Labour released the discussion document: Consultation on a Plan of Action to Prevent People Trafficking. The discussion paper contained the background and rationale for developing a Plan of Action. The document outlined a suggested approach to developing, implementing and evaluating the Plan of Action and offered ideas on what initiatives government and non-government agencies could deliver as part of the Plan of Action. Discussion questions were included to encourage comments and suggestions.  Consultation closed on 31 July 2008.   The Department received a total of 34 submissions from interested non-government organisations and international organisations, academics, church groups, and concerned individuals. The submissions showed a high level of engagement and discussion.

Consultation confirmed the broad support for New Zealand to develop a Plan of Action. Submitters suggested ideas about the approach to this Plan of Action, the need for non-government organisations to be involved in the development and implementation phases, and highlighted the need for awareness-raising on people trafficking issues as a matter of priority. There was a wide range of responses and these have been summarised in the Summary Report.
