Consultation on a Plan of Action to Prevent People Trafficking
2 Introduction
In June 2008 the Department of Labour released a discussion document, on behalf of the Interagency Working Group of People Trafficking, proposing the development of a plan of action to prevent people trafficking.[1] The Department sought written submissions from interested parties on the proposed approach of a plan of action, its development and implementation. Stakeholders were also invited to attend consultation meetings held in Auckland, Wellington and Christchurch in June 2008.
This report summarises the submissions that were made. In total, 34 written submissions were received from individuals and organisations representing a range of interests. They include human rights advocates, academics, unions, advocates for women, social service agencies, international organisations and individuals with experience of working to combat people trafficking. A list of submitters is attached as Appendix A.
The report also reflects the comments that were made in the consultation meetings. A list of attendees at the meetings is attached as Appendix B.
The report follows a similar structure to the discussion document. The following sections cover:
- issues to consider in the development of a plan of action
- comments on preventing people trafficking and prosecuting people traffickers
- comments on protecting and supporting the victims of people trafficking
- strategy for developing the plan of action.
Each section briefly outlines the issues raised in the discussion document and presents the comments made by submitters in response. The full list of consultation questions is set out in Appendix C.
