This two-day course provides foundation skills, knowledge and initial support for their new role. Trainees who complete this course will have knowledge and practical skills in the following areas:
- The objectives, key duties and responsibilities of the Health and Safety in Employment Act (HSE Act 1992)
- How to communicate regularly and effectively, using the principles of ‘Good Faith,’ with employers, unions, and employees including the use of hazard notices
- Identification and managing of hazards, reporting and investigating accidents, and emergency procedures
- How to promote the health and safety interests of employees, especially employees who have been harmed at work and who need assistance with rehabilitation
On successful completion of the course, health and safety representatives are officially recognised under the Act and can issue hazard notices. Further competence in NZQA unit standard 20198 “Identify the roles and responsibilities of the health and safety representative in the workplace” can be gained on completion of the assessment and is optional.

This two day course has been designed specifically for elected Health and Safety Representatives who have acquired a basic level of safety knowledge. The course builds on the foundation knowledge gained in Stage 1, which is the recommended pre-requisite before completing Stage 2.
Trainees who complete this course will have knowledge and practical skills in the following areas:
- A broad understanding of hazards and harm
- The legal requirements relating to hazard identification and control
- Identifying hazards and assessing risk
- Hazard control options, monitoring and review
- Purpose of investigating incidents and legislative requirements;
- Barriers to reporting and how to overcome them
- Concepts of multiple causation and root cause analysis
- Swiss cheese model used to identify and explain causes of accidents
- How to conduct an accident investigation, and
- How to write an accident investigation report.
The course covers the requirements of two NZQA unit standards (17602 & 17601), but note that the unit standard completion and assessment is optional
