45 Plus: Choices in the labour market. Final Report – Stage 1 Review of literature on programmes of career information, advice and guidance for mature non-participants

DoL commissioned Research New Zealand to undertake a review of recent and related research on career information, advice and guidance (CIAG) for mature non-participants that will support the development of policy and evidence-based practice in New Zealand. The Stage 1 review used both New Zealand and international literature and research to identify barriers to participation in the paid workforce for those aged 45 years and over; gain a greater understanding of what non-participants in the workforce aged 45 years and over want from work; describe programmes of CIAG implemented internationally that are targeted at people aged 45 and over who are not participating in the workforce; identify how these programmes have been implemented and what channels they are delivered through; and use the information described above and the findings of any evaluations of such programmes to discuss approaches to CIAG that may be most beneficial to this groups and have the greatest degree of uptake
