Performance reporting
This section provides detailed information about the specific outputs provided and activities carried out during 2005/06 that contributed to the Department’s long- and medium-term goals.
The goals are those set out in the Department’s Statement of Intent for 2005/06. The Department’s goals were further reviewed during the year, and revised goals and priorities were included in the Statement of Intent for 2006/07. See page 40 for a more detailed explanation of the changes.
In this section, similar outputs are grouped into output classes within each of the four Votes: Labour, Immigration, Employment and ACC.
The outputs contributed to one of the five long-term goals and their associated medium-term goals that the Department was working towards in 2005/06:
- Improved labour market outcomes for sectors, regions and firms through effective partnerships and strategies.
- All people have opportunities to participate in well-paid and meaningful employment.
- People’s skills match the current, and respond to the future, needs of the labour market.
- New Zealand’s workplaces are attractive, innovative and productive.
- New Zealand‘s voice on labour market, migration and humanitarian issues is effectively heard abroad and our security and prosperity interests are advanced and protected.
There is no simple one-to-one relationship between the Votes and output classes and the long-term and medium-term goals associated with them. Each Vote and output class may have contributed to more than one goal. The following table sets out the contribution each medium-term goal made to the long-term goals. The medium-term goals that a particular output class contributed to are listed under each output class in the Vote sections in this part of the Annual Report.
Long-term goal 1. Improved labour market outcomes for sectors, regions and firms through effective partnerships and strategies.

- Sectors and regions engage in identifying labour market constraints and opportunities.
Long-term goal 2. All people have opportunities to participate in well-paid and meaningful employment.

- Labour market participants use their knowledge and understanding of labour market dynamics and drivers
- Increased awareness and uptake of excellent workplace practices
- New Zealand workplaces effectively balance employers’ and employees’ needs and interests
- Reduced barriers to labour force participation
- Education and workplace learning support positive employment outcomes, and appropriate skill development and utilisation
- Migrants and refugees settle well and contribute to the economy and social cohesion.
Long-term goal 3. People’s skills match the current, and respond to the future, needs of the labour market.

- Education and workplace learning support positive employment outcomes, and appropriate skill development and utilisation
- Global skills and talent are attracted and retained
- Migrants and refugees settle well and contribute to the economy and social Cohesion
- Our international connections ensure that trade, foreign investment, and skills and knowledge transfer improve the wellbeing of our people.
Long-term goal 4. New Zealand’s workplaces are attractive, innovative and productive.

- Responsive labour market regulation supports economic and social development
- Reduced barriers to labour force participation
- Occupational injuries and disease are reduced
- Global skills and talent are attracted and retained
- Education and workplace learning support positive employment outcomes, and appropriate skill development and utilisation
- Our values and labour market and migration interests are promoted and supported through participation in a rules-based international system.

Performance against the goals was assessed using performance measures, which assess performance towards goals, and activity information, which assesses the Department’s performance in delivering its activities and the contribution of activities to achievement of the goals. The results are set out below for each Vote and output class, together with the related financial performance.
