Nature and Scope of Functions
The Department’s core responsibilities are:
- attracting and retaining the skills and investment New Zealand needs from overseas
- providing immigration services to manage immigration flows, border security, and migrant and refugee settlement services
- providing employment relations services and enforcement
- providing workplace health and safety services and enforcement
- providing integrated, strategic policy advice, research and evaluation, and labour market information and facilitation services
- ensuring efficient labour market regulation and legislation
- meeting New Zealand’s international labour and immigration obligations
- monitoring the accident compensation system, the Accident Compensation Corporation, and the Dispute Resolution Services Limited.
Organisational structure
The Department is organised into six groups.
The Immigration Group attracts skilled migrants and investment, decides visa applications, determines claims for protection, manages New Zealand’s border in relation to people, and provides settlement support. It delivers these immigration services through Immigration New Zealand.
The Labour Group delivers workplace health and safety, and employment relations services.
The Policy and Research Group delivers research, evaluation, and policy advice across Votes Labour, Immigration, Employment, and ACC and monitors the Accident Compensation Corporation and the Dispute Resolution Services Limited. It also supports the Department’s international engagements.
The Business Services Group provides support services for the Department in the areas of human resources, finance, information and communications technology, information management, and communications.
The Executive Group provides support services for the Department in the areas of organisational strategy, planning and performance, internal audits, portfolio and risk management, executive governance and executive support.
The Legal Group delivers legal services for the Department, and manages the Immigration Advisers Authority.

The Department administers four Votes: Labour, Employment, ACC, and Immigration.
