The Upskilling Partnership Programme (UPP) is a New Zealand government initiative that works with employers to upskill the literacy and numeracy of the workforce.

The UPO offers assistance to our partners in a number of areas: training programme support, networking and information sharing.

The Upskilling Programme Office (UPO) offers assistance to our partners in a number of areas: training programme support, networking and information sharing.

Training programme support

  • Contacts: We act as a single point of contact and can co-ordinate the participation of a range of partners to support the programme including ITOs, unions, community groups and other organisations.
  • Access to funding: We can assist you to access appropriate funding for provision of workplace literacy and numeracy programmes through our funding partner, the Tertiary Education Commission.
  • Finding providers: We can help you to find the right providers who can develop programmes that meet the specific needs of your employees and your business.
  • Training infrastructure: We will help you to build a sustainable training infrastructure around literacy and numeracy that will contribute to achieving your business objectives.
  • Ongoing support: We will support you to help your employees gain knowledge, increase competency and confidence and to be motivated and committed. We will also help them have these skills recognised.
  • Communications: We can assist with communications within the business on the Upskilling Partnership Programme in general as well as presenting details of the training that is being made available.

Networking opportunities

  • Networking: We can connect you with other companies in the partnership programme and across the government, educational provider and business sectors.

Information sharing

  • Knowledge sharing: We can enable access to knowledge gained from the evaluation of the partnership programmes to assist you in developing sustainable training interventions.
  • Information access: We can link with government agencies to streamline access to funding and information and to access all available resources on upskilling your workforce.

Upskilling Champions Forum

Representatives from some of New Zealand’s largest employers are involved in the Upskilling Champions Forum supporting literacy, language and numeracy training in New Zealand workplaces.

Member companies, who represent a range of businesses and state owned enterprises, plan to publicise and promote the benefits of literacy, language and numeracy upskilling in the workplace. This supports Action 4 of the NZ Skills Strategy Action Plan recently released by the Skill New Zealand Tripartite members.

The Forum is facilitated by the Upskilling Programme Office of the Department of Labour, working with Business New Zealand, and will champion workforce literacy programmes to employers of all sizes, aiming to increase employer and employee take-up of training.
